that Council accept the minutes of the Parks, Tree & Recreation Advisory Board from April 12, 2017, and place them on file for public inspection:  1) To approve the minutes from the March 8, 2017 regular meeting of the Parks, Tree and Recreation Advisory Board. (Approved) 2. To approve sponsorship of the Downtown Laramie Farmer’s Market by waiving reservation fees for the 1st Street Plaza from July 7 through September 29, 2017. (Approved) 3. LICENSE: Consideration of Temporary use of Retail Liquor License No. 2, Literature & Libations, LLC in Albany County.
Action:
to grant permission to Literature & Libations, LLC, dba Mulligans Pub, Retail Liquor License No. 2, to file an application for alcohol catering with Albany County Commissioners to locate their license at 74 Centennial Valley Rd in Albany County on May 27, 2017 from 5:00 pm to 12:00 am, for a private party.

ORDINANCE: Original Ordinance No. 1963, amending Title 12, Chapter 12.48 of the Laramie Municipal Code for purposes of removing language declaring park use fees as non-refundable, setting the park use fees and damage deposit fees and incorporating said items into the Parks & Recreation Master Fee Schedule set annually by Resolution.

ORDINANCE: Original Ordinance No. 1964 amending Title 15 of Laramie Municipal Code, 15.14.080.C.4.c – Design Standards – Garages, to allow for garages for single-family attached (duplex) structures to have a larger percentage of garage door compared to the overall facade, if the home is two stories in height and meet other minimum requirements.

move that Council approve the Grant Agreement between the Department of State Parks & Cultural Resources and the City of Laramie, Wyoming, Parks & Recreation Department for the award of a Land & Water Conservation Fund Grant for Scout Park, Phase IV Development in the amount of $100,000.00 and authorize the Mayor and Clerk to sign.
