New City of Laramie Benefits

As of August 1, 2023, the City of Laramie will have CIGNA as our health insurance provider. The City of Laramie will no longer be self-insured. We will be changing our insurance to join the State of Wyoming Employees Group Insurance Pool (EGI), which also includes the following members (to name a few):

  • The University of Wyoming
  • City of Casper
  • LCCC
  • Wyoming Community Colleges 
  • Natrona County School District

As a self-insured entity, the City of Laramie was paying for all claims going through our Blue Cross/Blue Shield insurance, and for the last several years these claims have been quite high.  Because of the high cost of claims, the City has had to cover a large dollar amount to the health insurance fund to ensure the claims were paid – this is not a self-sustaining model and changes needed to be made.  

There will be much more information coming out, plus pamphlets and posters in all buildings.   Open enrollment meetings will be conducted in May and again in November so that we can move the plan year to a January 1 – December 31 Plan year). Both the States Employees Insurance Group and the City’s Human Resources Department will be available at each meeting. Human Resources will also be available for any questions or concerns you may have regarding this change.

Also, one item to be aware of is EGI will need marriage certificates if you wanting to have your spouse on insurance, and birth certificates to add your children.
