that Council approve the Minutes of the City Council Regular Meeting and Public Hearing of December 19, 2017 and have them placed on file for public inspection.

CEMETERY DEEDS: Cemetery Deeds for December 16-31, 2017

Action:  
that the Cemetery Deeds for December 16-31, 2017 be accepted, and the Mayor and City Clerk be authorized to sign and have them recorded in the Office of the County Clerk. [Feezer, P&R]

VOUCHERS: December 2017

Action:  
that the following Resolution be adopted:  BE IT RESOLVED:  that all vouchers approved by the Finance Committee be allowed, warrants drawn on proper City funds in payment thereof, and the vouchers be placed on file in the Treasurer's Office subject to public inspection; and that Council authorize payment for the month-end payroll, light and gas charges, telephone charges, employee travel, other employee reimbursements, pay advances, refunds for City services, recording fees, postage, lease purchase and bond payments, self-funded employee health insurance claims, miscellaneous insurance claims,  Council-approved bid items, outside attorney fees, other consulting fees, before normal City Council approval on the first Tuesday of January. These expenditures are to be paid subject to audit by the City of Laramie Finance Department.

MINUTES: Approval of the minutes from the December 13, 2017 regular meeting of the Parks, Tree & Recreation Advisory Board.

Action:
that Council accept the minutes of the Parks, Tree & Recreation Advisory Board from December 13, 2017, and place them on file for public inspection: 1) To approve the minutes from the November 8, 2017 regular meeting of the Parks, Tree and Recreation Advisory Board. (Approved) 2) Supporting the Laramie Recreation Center. Ice & Event Center and Parks Master Fee Schedule Annual Amendment Resolution and forwarding to City Council for final approval. (Approved to forward) 3) Approval to accept the donation from Sid Murthy of $5,000 towards the purchase, planting and irrigation of 10 trees in the City maintained Detention Pond on the southeast corner of Indian Hills Drive and Chippewa Drive. (Approved) 3. Acceptance of the Membership Counts at the Laramie Community Recreation Center and Trail User Counts for the Laramie River Greenbelt. (Accepted)

Action:
that Council acknowledge receipt of the Minutes from the December 14, 2017 Traffic Commission meeting and the following item be approved as indicated in the Minutes:
  • To approve placement of appropriate signage and striping to allow for designation of a handicap space at 459 N. 8th Street (Motion carried)

LICENSE: Temporary use of Albany County Liquor License from Cavalryman Steakhouse for an event within city limits.

Action:
to approve the alcohol catering application for Cavalryman Steakhouse, Albany County Liquor License, to locate their license within city limits at Heritage Foods, 216 Grand Ave, Laramie, WY on January 8, 2018 from 5:00 pm to 11:00 pm for a Christmas party.

AGREEMENT: Consideration of a FY2018 Transportation Alternatives Program Subrecipient Agreement between the Wyoming Department of Transportation and the City of Laramie ($40,000 Grant/$10,000 Match) for the development of Phase 1 of the Spring Creek Trail and authorizing the City of Laramie to submit an updated Consultant Services Policy to the Wyoming Department of Transportation.

Action:
that Council approve the FY2018 Transportation Alternatives Program Subrecipient Agreement

RESOLUTION: Resolution 2018-03, appointing five members to the Parks, Tree and Recreation Advisory Board. Three with terms expiring December 31, 2020, one with a term expiring on December 31, 2018 and one with a term expiring December 31, 2019.

that Council approve Resolution 2018-03 declaring that five vacancies exist on the Parks, Tree and Recreation Advisory Board and that Chris Dixon, Marius Favret, and Dave Hammond be appointed to fill the vacancies with terms expiring on December 31, 2020, that Amber Holen be appointed to fill the vacancy with a term expiring on December 31, 2018, that Pam Stamp be appointed to fill the vacancy with a term expiring on December 31, 2019, and authorize the Mayor and Clerk to sign.
