Please be advised no additional agenda item will be introduced at a Regular City Council meeting after the hour of 9:30 p.m., unless the majority of the City Council members present vote to extend the meeting.

Public Comment is limited to three (3) minutes per speaker. Written public comment shall be submitted to the City Clerk for dissemination and retention for official City records, or submitted to the City Council through electronic correspondence at council@cityoflaramie.org. Action:  
that the Cemetery Deeds for January 16-31, 2021 be accepted, and the Mayor and City Clerk be authorized to sign and have them recorded in the Office of the County Clerk.

Action:  
that the following Resolution be adopted:  BE IT RESOLVED:  that all vouchers approved by the Finance Committee be allowed, warrants drawn on proper City funds in payment thereof, and the vouchers be placed on file in the Treasurer's Office subject to public inspection; and that Council authorize payment for the month-end payroll, light and gas charges, telephone charges, employee travel, other employee reimbursements, pay advances, refunds for City services, recording fees, postage, lease purchase and bond payments, self-funded employee health insurance claims, miscellaneous insurance claims,  Council-approved bid items, outside attorney fees, other consulting fees, before normal City Council approval on the first Tuesday of February. These expenditures are to be paid subject to audit by the City of Laramie Finance Department.

to approve Resolution 2021-08, authorizing the City of Laramie, Wyoming to enact a Reimbursement Resolution to pay for equipment expenditures and seek reimbursement from proceeds of one or more tax exempt leases for projects bid on in  FY 2021 budget, and authorize the Mayor and Clerk to sign.

to approve an amendment to the City-Wide Storm Drainage Master Study Professional Services Agreement with Wood Environment & Infrastructure Solutions, Inc. to conduct a Stormwater Funding Feasibility Study in the amount of $42,105.00 plus a contingency of $8,421.00 for a total amount not to exceed $50,526.00, and authorize the Mayor and City Clerk to sign.

January 19, 2021 Action: 

MOTION BY GABRIEL, seconded by Cumbie, to approve Original Ordinance No. 2017, creating section 15.24.015 of Laramie Municipal Code establishing General Contractor Licensing within the City of Laramie on second reading.

MOTION BY O'DOHERTY, seconded by Gabriel, to amend to insert the words “for compensation” in the definition for General Contractor per the proposed amendment in the cover sheet.

Roll call on amendment showed Aye: Cumbie, Gabriel, Harrington, O’Doherty, Shuster, Stalder, Summerville, Pearce, and Weaver. Nay: None. Absent: None. MOTION CARRIED.

MOTION BY O'DOHERTY, seconded by Shuster, to amend the QSOR Class C General Contractors requirements, to remove the first incident of the word siding, in the list of things they need experience.

MOTION CARRIED by unanimous consent.
