Seating and position of speaking will be assigned by lottery. Requests for accommodations from persons with disabilities must be made to the City Manager's Office 24 hours in advance of a meeting. 

Please be advised no additional agenda item will be introduced at a Regular City Council meeting after the hour of 9:30 p.m., unless the majority of the City Council members present vote to extend the meeting.

Public Comment is limited to three (3) minutes per speaker. Written public comment shall be submitted to the City Clerk for dissemination and retention for official City records, or submitted to the City Council through electronic correspondence at council@cityoflaramie.org. Written material relative to an agenda item shall be submitted six (6) days in advance of the meeting (sooner if there are holidays prior to the meeting) in order that copies may be included with the agenda and to give the council an opportunity to review the material in advance of the appearance.

that the Cemetery Deeds for October 16-31, 2020 be accepted, and the Mayor and City Clerk be authorized to sign and have them recorded in the Office of the County Clerk.

Action:  
that the following Resolution be adopted:  BE IT RESOLVED:  that all vouchers approved by the Finance Committee be allowed, warrants drawn on proper City funds in payment thereof, and the vouchers be placed on file in the Treasurer's Office subject to public inspection; and that Council authorize payment for the month-end payroll, light and gas charges, telephone charges, employee travel, other employee reimbursements, pay advances, refunds for City services, recording fees, postage, lease purchase and bond payments, self-funded employee health insurance claims, miscellaneous insurance claims,  Council-approved bid items, outside attorney fees, other consulting fees, before normal City Council approval on the first Tuesday of November. These expenditures are to be paid subject to audit by the City of Laramie Finance Department.

to approve the license agreement with the University of Wyoming for the Wyoming Hall Utility Infrastructure Relocation Project and authorize the Mayor and City Clerk to sign.

SURPLUS EQUIPMENT: Declaration of surplus equipment at the Laramie Community Recreation Center.

Action:
that Council declare four (4) Pieces of cardio equipment and 8-lane pool lap lines from the Laramie Recreation Center as surplus property and authorize staff to list these items for sale to the highest bidder or donation to the Albany County School District.

MOTION BY O’DOHERTY, seconded by Shuster, to approve on first reading Original Ordinance No. 2009 Amending Chapter 10.08 of the Laramie Municipal Code related to the Official Traffic Commission.

MOTION TO AMEND BY O’DOHERTY, seconded by Stalder, to strike 10.08.040 Duties of the Engineer from the ordinance.  

Roll call on amendment 1 showed Aye: Harrington, McKinney, O’Doherty, Pearce, Shuster, Stalder, and Weaver. Nay: Gabriel and Shumway. Absent: None. MOTION CARRIED.

MOTION BY PEARCE, seconded by O'Doherty, to postpone this discussion and ordinance at this time.

Roll call on postponement showed Aye: Harrington, O’Doherty, and Pearce. Nay: McKinney, Shuster, Stalder, Weaver, Gabriel, and Shumway. Absent: None. MOTION FAILED.

MOTION BY STALDER, seconded by McKinney, to amend section 10.08.010 to read Traffic Safety is created and consists of 7 members and strike the City Engineer, City Manager, and Chief of Police or their designees as voting members.  

MOTION BY SHUSTER, seconded by Harrington, to amend to have 6 resident voting members and have 1 voting staff member designee of the City Manager.
 
Roll call on secondary amendment showed Aye: Harrington, O’Doherty, Pearce, Shuster, Weaver, Gabriel, and Shumway. Nay: McKinney and Stalder. Absent: None. MOTION CARRIED.
