Great Open Spaces City Management Association
Local government management professionals living in Wyoming, North Dakota, South Dakota, Montana, and Idaho look to GOSCMA for professional support and networking of new methods, models and ideas; and also for an understanding of issues and trends in the field of municipal management.

The Great Open Spaces City Management Association (GOSCMA), is an affiliate organization of the International City/County Management Association. ICMA is dedicated to the promotion of efficient and effective management of public services through professional local management.

Professional management and ethical standards are examined, shared, and reinforced to help create dynamic individuals working in local governments in our five-state region. GOSCMA seeks to support member managers, administrators, and assistants through the interchange of ideas and information for professional development and through support of the individual.

County Administrator (now of Ellis County, Kansas) Greg Sund (formerly City Administrator of Dickinson, ND and Spearfish, SD), started the group in May of 2010, “to provide people in the GOSCMA Region with the opportunity to share ideas, questions, comments.” The group has Facebook and LinkedIn pages, and hosts an annual conference.

Three cities in Wyoming currently apply the Council-Manager form of government structures as defined by Wyoming State Statute. In these communities (Laramie, Casper, and Rawlins), a vote of the people elected to operate under the City Manager form of government. The communities of Green River, Douglas, Powell, Cody, Jackson, Gillette and Afton currently have charter ordinances establishing a Mayor-Administrator form of government as recognized by the ICMA.
